Additional campaign metrics identifying those who were supposed to receive a Campaign but were prevented from doing so by email rules

Several of my clients have requested a way to identify the specific intended recipients of an Email Campaign that are protected by email rules and therefore cannot receive emails. They would like to target these candidates with a second email push when they are free to receive messages. Maybe an additional column could be built out in the Campaign dashboard that differentiates between "Intended" and actual "sends" or one that identifies the "protected". And these metrics should be hyperlinked like the current metrics on the dashboard.

Estimated Impact

Clients will have ability to target larger numbers of candidates and identify who did not receive the initial campaigns and therefore prevent candidates from falling between the cracks and not receiving engagement. 

Measurement

The metrics will be a definitive way, as will the type and increase in number of campaigns that are sent out
